Rules of Japan Academy of Community Health Nursing

Chapter 1: General Rules

Article 1:
This academy is called the JAPAN ACADEMY OF COMMUNITY HEALTH NURSING.
Article 2:
The executive office of the academy shall be decided by the chairperson of the board of directors.

Chapter 2: Objectives and Activities

Article 3:
The academy aims to promote the academic development, education, and dissemination of community health nursing information, as well as to contribute to the health and welfare of the general public.
Article 4:
For the purpose of fulfilling the objectives specified under Article 3, the academy will:
  1. hold academic conferences,
  2. publish the official journal,
  3. promote research activities, and
  4. engage in other activities necessary to achieve the objectives of the academy.

Chapter 3: Membership

Article 5:
The academy consists of the following members:
  1. regular members,
  2. supporting members, and
  3. honorary members.
Article 6:
Regular members are those members who have been approved by the board of directors and who endorse the objectives of the academy and are either engaged in or have interests in the research activities in the field of community health nursing.
Article 7:
Supporting members are individuals or groups other than regular members who endorse the objectives of the academy, and who have been approved by the board of directors and have paid the supporting membership fees.
Article 8:
Honorary members are individuals who have made a great contribution to the academy and who, after discussion by the board of directors and the council, the chairperson of the board of directors has recommended to the general assembly for inclusion in the membership of the academy, and who, in the end, have been approved by the general assembly.
Article 9:
Regular members are entitled to participate in the general assemblies and exercise their voting right.
Article 10:
Regular members are entitled to submit manuscripts for publication in the official journal, give presentations in academic conferences, and receive issues of the official journal.
Article 11:
Those who wish to acquire a membership in the academy shall have a recommendation by one of the academy members before submitting an application form to the executive office of the academy.
Article 12:
Those who have been approved for inclusion in the academy shall pay an admission fee and annual membership fee, as specified in the bylaws.
Article 13:
Failure to pay membership fee for over two years without an excusable reason will be regarded as withdrawal from membership.
Article 14:
Membership fees are not refundable under any circumstances.
Article 15:
Members who wish to withdraw their membership shall submit an application of withdrawal to the board of directors.

Chapter 4: Board Members

Article 16:
The academy has the following board members:
  1. one chairperson of the board of directors,
  2. one vice-chairperson of the board of directors,
  3. eight or more directors,
  4. two auditors, and
  5. 20 or more counselors.
Article 17:
The chairperson and vice-chairperson of the board of directors are nominated by the board of directors. The chairperson shall represent the academy and preside over all its activities. The vice-chairperson shall assist the chairperson and, in the event of any accident to the chairperson, shall carry out the duties of the chairperson.
Article 18:
The directors shall be elected by counselors and approved by the general assembly. The directors shall form a board of directors and undertake the duties of the academy.
Article 19:
The auditors shall be nominated by the board of directors. The auditors shall audit the management, accounts, and assets of the academy.
Article 20:
The counselors shall be elected by the members and approved by the general assembly. The counselors shall form a council and discuss important duties of the academy.
Article 21:
The board members shall serve for three years and are eligible for a second term.

Chapter 5: Meetings

Article 22:
The general assembly shall be convened annually by the chairperson of the board of directors. However, if requested by one-fifth of the members or if deemed necessary by the board of directors, the chairperson of the board of directors must hold an extraordinary general assembly.
2   No debate can be opened and no vote can be taken unless one-tenth of the regular members are present in the general assembly.
Article 23:
The board of directors is convened by the chairperson of the board of directors as necessary.
Article 24:
The council shall be convened annually by the chairperson of the board of directors.

Chapter 6: Academic conferences

Article 25:
The academy shall elect the chairperson of academic conferences.
Article 26:
The chairperson of academic conferences shall have the recommendation of the board of directors and shall reside over academic conferences.
Article 27:
The chairperson of academic conferences shall serve for a year and is not eligible for a second term.
Article 28:
An academic conference shall be held annually.

Chapter 7: Editorial Committee

Article 29:
The academy shall have an editorial committee for publishing the official journal.

Chapter 8: Official journal, Etc.

Article 30:
The academy shall publish its journal at least once a year.

Chapter 9: Accounting

Article 31:
The fiscal year of the academy starts on April 1st and ends on March 31st.
Article 32:
Expenses of the academy are covered by annual membership fees and other incomes of the academy.
2   The budget and final accounts of the academy shall be approved by both the council and the general assembly and published in the official journal.
Article 33:
The academic conferences shall have an independent accounting system.
2   Expenses of academic conferences shall be covered by the participation fees collected from the participants of academic conferences.
3   The final accounts of the academic conferences shall be reported to the board of directors.

Chapter 10: Modification to the Rules

Article 34:
Any modification made to the rules of the academy shall be reviewed by both the board of directors and counselors and approved by the general assembly.

Addendum

Article 1:
The rules specified herein shall take effect as of October 15, 1997
Article 2:
The modifications made to the rules shall take effect as of June 20, 1999.
Article 3:
The modifications made to the rules shall take effect as of June 11, 2005.
