We are happy to welcome all of you to Costa Rica this coming August 25-27.
The exchange of research activities and experiences represents an important mechanism to address many of the current health-related issues that affect Humanity in the dynamics of the actual globalization processes. Prevention and risk management strategies should be based not only on scientifically sound measures, but also taking into consideration the particular context in which the different populations live and coexist. This conference offers an opportunity to broaden our frontiers and strengthen the very needed inter-disciplinary, inter-national approach.

Since April, 2003, we have developed the first international conference in Latin by the URMPM. In that time, the URMPM had only one member, Miss. Shirley V. V. Chaves, our respectful international secretary of the URMPM. In spite of my underestimation of a number of international participants, her huge efforts can provide this worldwide conference, overcoming several serious difficulties, as you can see here.
We hope that you will enjoy this conference with new medical science in world medicine, as well as the most beatiful nature in our plant.

Dear Colleagues,

The URMPM Special International Conference in Latin America will be held on August 2004 in San Jose, Costa Rica. After the 1st joint Conference of the regional and country-based societies on March 2003 in Tokyo, Japan, all of the Societies are involving promotion of risk management strategy for preventive medicine and health sciences including Latin health issues.

One of the major purposes of this Conference is to elucidate the scientific decision processes toward better risk management strategy, based on decision science and others.

And, health issues in Latin America are difficult and different from other countries of the world, so that we have selected our Registration and Information Office integrating the international societies, i.e.,, URMPM, APSRMPM, ATSRMPM and African Societies in San Jose, Costa Rica after May, 2002, while the URMPM Head Office locates on Switzerland and Japan. Those health problems in Latin America are good and real examples to promote risk management science for preventive medicine, and Costa Rica is known as one of excellent Latin American countries which succeeds to manage health problems, well.

On those accounts, another purpose of this Conference is to promote and develop health risk management in Latin world, specially focused on environmental health risk management, drug abuse protection, and food safety and health, and to generate our new global network in risk management sciences for preventive medicine.

In this beautiful and peaceful environment of Costa Rica, we shall think about new approach in risk management sciences for preventive medicine toward our global sustainable environment.

Dear Colleagues,

The Union of Risk Management for Preventive Medicine is pleased to announce its intention to organize a scientific meeting to be held in Costa Rica in the summer of 2004. After the successful inaugural conference organized in the early 2003 in Tokyo, we want to broaden our activities by addressing the particular needs of the Latin American societies. The conference in Costa Rica will be held under the title 'Advances in Health Risk Management Strategy and Decision Science' and is meant to bring together health professionals, management specialists, statisticians, epidemiologists, etc. This meeting will provide an open forum for discussion in a topic that is of great importance to modern societies. I hope we will be successful in attracting participants and speakers, in particular from Latin America.

It is my pleasure to welcome you to the International Congress here in San Jose, Costa Rica. You are one of a great member of scientists from well over 30 different countries who are participating in the Congress. This event is significant in many ways- it is the first international Congress in Latin America by URMPM, one of the most scientific disciplines that are represented internationally by Scientific Unions, joined together in APSRMPM, ATSRMPM, African URMIM, and other countries based societies.

URMPM is extremely proud to be hosting this major international gathering of great scientists in the world. An outstanding scientific program has been prepared that has its focus on a new insight of "Advances in Health Risk Management Strategy and Decision Science", deriving from preventive medicine fields. Under global health problems, the next decade is likely to prove to be of major significance for the impact of preventive medicine and decision science on human beings. We believe that this scientific meeting will provide a keynote on this process.

The program Committee has aimed to provide foci for specialist interests in a broad coverage of current view of Health Risk Management and decision Science. We hope that you will enjoy a pleasant and profitable stay in Costa Rica, the heart of Latin America.

Dear Colleagues and Friends,

'Advances in Health Risk Management Strategy and Decision Science' - the theme of our Special International Conference of Union of Risk Management for Preventive Medicine in Costa Rica in August 25-27, 2004 - is dedicated towards the promotion of risk management strategy for preventive medicine and health sciences including health issues in Latin America. An important undertaking in this conference would be an understanding and examination of health problems through the prism of risk management strategy guided by decision science. It is especially important that the discourse and conduct of the conference should reflect the realities of health and social issues and challenges facing the global communities and to be able to demonstrate the relevance of decision science in promoting rational and realistic health risk management strategy globally. The particular instance of health and social problems in Latin America could serve as a test case for advancing and promoting the relevance of health risk management strategy and decision science.

Once again URMPM has taken the lead to promote risk management sciences on a global basis and together with other international societies - APSRMPM, ATSRMPM, URMPM Africa and UKRSRMPM - will bring together experts and researchers from many parts of the world to share their knowledge and experiences in this field. APSRMPM, in particular, strongly recommends this important event to researchers, professionals, academicians, clinicians, and public health specialists in the Asia Pacific region. This is a golden opportunity to engage in serious dialogues with colleagues from many countries and especially those from Latin America in order to broaden our perspectives on how other people manage their health, environmental and social problems and the kinds of risk management strategies employed that may differ from one country to another. The outcome of this meeting could be of immense benefit to governments in many countries grappling with major issues such as tobacco and drug abuse, SARS and AIDS epidemics, environmental degradation, food safety, and more recently the escalation of global terrorism. We hope that important resolutions and recommendations could be made at the conclusion of the conference to remedy many of the issues raised above.

We would like to take this opportunity to welcome all delegates to this conference. Costa Rica is certainly a very beautiful and wonderful setting for our meeting. Thank you.

Dear Colleagues/Friends

Costa Rica is an ideal place for the Special Conference of Union of Risk Management for Preventive Medicine. The first General Congress at Japan in March/April 2003 was a successful event, which has opened new areas of topics for research. The major problem worldwide at present is HIV/AIDS, violence, alcohol and drug use. In most of the cases these are contributory and inter-linked in the causation. Alcohol abuse costs South Africa at least R9-billion a year with half of all murders and road accidents and more than 60% of hospital trauma cases the result of drunkenness according to recent South African Medical Council report. The condition is worse in Sub Saharan Africa. Alcohol abuse is one of the country's top 10-health and social problems.

I hope this special conference in Costa Rica will answer this problem of alcohol and drug abuse, under the title 'Advances in Health Risk Management Strategy and Decision Science.' This meeting will provide an open forum for discussion in a topic of common interest world wide, and probably remove the menace alcohol and drug abuse. As a president of African Union of Risk Management for Preventive Medicine, I will recommend African Scientists, Clinicians, and all stake holders to attend this meeting in the second quarter of 2004 at a beautiful place in Costa Rica. I am sure, we collectively could do much better than working alone.

Dear Friends

Since antiquity, the people tried to manage risks, with the purpose of ensuring conditions for survival in difficult, environmentally unstable environment, and maintaining healthy descendants. Having achieved extremely high level of knowledge and development, the mankind has build up a real threat to its existence. Efforts in solving economic problems through development and implementation of pollution-free resource- and energy-saving technologies are, probably, capable to inhibit negative processes in the environment only, but they are not sufficient for stopping these processes. State of the environment is continuously deteriorating, natural resources running out, poverty aggravating, and all the spheres of public life degrading both on global scale and at the local level. However, the most dangerous thing is that the mankind loses its moral values and cultural wealth. Alcoholism, smoking, drug addiction overwhelm not only the third-world countries, but economically developed countries as well, thus causing sharp decrease in gene pool quality. The conference in Costa Rica is aimed at working out new efficient strategy of risk management in conditions, which have negative impact on the people?s health, and this event shall become the carrier and advocate of the idea promoting healthy life-style as the invaluable property given to a man by nature and capable to make him happy during the whole life. Furthermore, we can say for certain that society with physically healthy population living in it shall actively develop and prosper. I wish success in the process of preparing and holding this Conference.
